The Health and Care Bill 2022 created Integrated Care Boards (ICB) as replacements for Clinical Commissioning Groups (CCG). An ICB is a statutory body which brings together NHS organisations and partners to improve population health and establish shared priorities within the local NHS.

ICBs will replace Clinical Commissioning Groups as the local statutory NHS body from the 1st July 2022. We are currently in the process of updating our website, documents and guidelines to be inline with the statutory NHS body changeover. 

Important Announcement - Cessation of legacy ICB function for EBI (formally Procedures of Limited Clinical Value) and Cosmetics Referral Assessment Service

As of Monday 18th March 2024, Prior approval services for Evidence Based Interventions (EBI) and Cosmetics will cease to operate.

This follows the publication of the new Derby and Derbyshire Integrated Care Board (DDICB) organisational structures as part of the ICB right sizing and right shape restructure.

It has been agreed by the Clinical Policy Advisory Group that Procedures of Limited Clinical Value (PLCV), will be renamed to Evidence Based Interventions (EBI) to reflect the alignment of DDICB clinical policies to the National Evidence Based Interventions Guidance programme. This will take effect from 1st November 2023.

Local policies that have been agreed on other grounds e.g. affordability, cost effectiveness or a combination of both will be separated from the EBI clinical policies.

All references to PLCV on the Clinical Policies website will be updated to reflect the name change, however, DDICB clinical policies and the corresponding Blueteq/e-RS primary care forms will only be updated as and when the clinical policies come up for review.

The Clinical Policy Advisory Group is a Derbyshire-wide strategic, local decision making group, whose main remit is to promote safe, rational and cost-effective clinical policies.

Our collective aim is through evidence based reviews, to ensure that our health resources are used in the most cost-effective way, and get the best value for money in delivering improvement in health outcomes for the whole population of Derbyshire.
